Every New Fee and Rule for Japan Tourists in 2026: Departure Tax, Hotel Taxes, Tax-Free, JESTA

2026 brought a tripled departure tax, Kyoto's ¥10,000 hotel tax, a new tax-free refund system, dual pricing at Himeji Castle, and a wave of JESTA scams. Here is what each one costs you, with Kansai-specific numbers.

Short version: A two-person, one-week Kansai trip in late 2026 costs roughly ¥8,000 to ¥15,000 more than the same trip in 2025, purely from new taxes and fees, before you factor in the yen or hotel prices. Most of it comes from two items: the departure tax (¥3,000 each) and Kyoto’s hotel tax. Everything else is small or avoidable. Details below, newest first.

The 2026 changes at a glance

Change Effective What it costs you
Tax-free shopping becomes a refund system Nov 1, 2026 Pay 10% tax upfront, claim it at the airport. Possible handling fee. Full guide

Himeji Castle dual pricing Mar 2026 ¥2,500 for non-residents (was ¥1,000)

JESTA electronic travel authorization Not until 2028 ¥0 in 2026. Anyone charging you for “JESTA” now is a scam

1. Tax-free shopping: pay first, refund at the airport (Nov 1)

This is the newest change and the one most likely to catch travelers in November and December. In-store tax deduction ends. You pay the full price and claim the 10% back at a customs kiosk before check-in. Miss the kiosk and the refund is gone.

We wrote a full step-by-step guide including what it looks like at Kansai Airport: Japan’s New Tax-Free Refund System: Kansai Airport Guide.

Budget impact: zero if you do the airport step, minus any handling fee. But you need the cash flow to pay full price during the trip.

2. Departure tax tripled to ¥3,000 (Jul 1)

Japan’s International Tourist Tax, charged to everyone leaving by air or sea (Japanese citizens included, children under 2 exempt), went from ¥1,000 to ¥3,000 on July 1, 2026. You never pay it separately; it is bundled into the ticket price by the airline or ferry company.

Budget impact: +¥2,000 per person compared with 2025. A family of four pays ¥12,000 total, up from ¥4,000. The rate is set by departure date, not booking date.

3. Kyoto’s accommodation tax: ¥200 to ¥10,000 per person per night (Mar 1)

Kyoto City restructured its lodging tax into five tiers based on the room rate per person per night, excluding consumption tax:

Room rate (per person, per night) Tax (per person, per night)
Under ¥6,000 ¥200
¥6,000 – ¥19,999 ¥400
¥20,000 – ¥49,999 ¥1,000
¥50,000 – ¥99,999 ¥4,000
¥100,000 and up ¥10,000

Children 11 and under are exempt. The tax is not included in the price you see on booking sites. The hotel collects it at check-in or check-out, often in cash at smaller ryokan.

Budget impact, two people: - 3 nights in a ¥12,000-per-person hotel: ¥400 × 2 × 3 = ¥2,400 - 3 nights in a ¥30,000-per-person hotel: ¥1,000 × 2 × 3 = ¥6,000 - 3 nights in a ¥60,000-per-person ryokan: ¥4,000 × 2 × 3 = ¥24,000

Watch the tier edges. A room at ¥19,800 per person is taxed ¥400; at ¥20,000 it is ¥1,000. The same jump happens at ¥50,000 (¥1,000 → ¥4,000).

How to pay less: stay in Osaka and day-trip to Kyoto (15 to 30 minutes by train), or stay in Otsu on Lake Biwa (10 minutes from Kyoto Station by JR). Both are outside Kyoto City. We ran the numbers here: Kyoto Hotel Tax: Should You Stay in Osaka or Otsu Instead?

4. Osaka accommodation tax (unchanged in 2026, but know it)

Osaka Prefecture’s rates, per person per night, room rate excluding tax:

Room rate Tax
Under ¥5,000 Exempt
¥5,000 – ¥14,999 ¥200
¥15,000 – ¥19,999 ¥400
¥20,000 and up ¥500

Maximum ¥500. For most travelers Osaka’s tax is one-half to one-tenth of Kyoto’s at the same price point.

5. Hiroshima Prefecture accommodation tax (Apr 1)

New in 2026: ¥200 per person per night on rooms costing ¥6,000 or more. Relevant if you day-trip to Hiroshima and Miyajima from Osaka and stay overnight. Small, but it did not exist last year.

6. Himeji Castle: ¥2,500 for non-residents (Mar 2026)

Himeji Castle, the most popular castle day trip from Osaka and Kyoto, introduced two-tier pricing. Residents of Himeji pay ¥1,000; everyone else, including Japanese visitors from other cities, pays ¥2,500. Expect more sites to follow this model. Still worth it; it is the best-preserved original castle in Japan.

7. Visa fees up for nationals who need a visa (Apr 1)

Most visitors from North America, Europe, Australia, Singapore, Korea and many other countries enter visa-free and are not affected. If your nationality requires a visa, fees rose significantly on April 1, 2026, the first revision since 1978. Check your nearest Japanese consulate for the current amount.

A separate eVisa system launched in December 2025 for some visa-required nationalities. It is not JESTA.

8. JESTA: not in 2026, so do not pay anyone for it

JESTA (Japan Electronic System for Travel Authorization) is Japan’s planned equivalent of the US ESTA. It will apply to visa-exempt nationalities and is expected to cost a few thousand yen. It does not launch until 2028 (some reporting says 2029).

In 2026, there is nothing to apply for, nothing to pay. Websites offering to “process your JESTA” today are scams. If you are visa-exempt, you still just show up with your passport and fill in Visit Japan Web (free) if you want to speed up immigration and customs.

9. JR Pass: price up again, and still wrong for Kansai-only trips

The nationwide Japan Rail Pass has cost ¥50,000 for 7 days since the October 2023 hike, and overseas agency prices rose again from October 1, 2026. For a trip that stays within Osaka, Kyoto, Nara, Kobe and Himeji, the pass never pays off. Local passes cost a fraction. See: Do You Need a JR Pass for Osaka, Kyoto and Nara? (No. Here’s What to Buy Instead).

10. Mount Fuji climbing fee (not Kansai, but asked a lot)

All four main trails now charge ¥4,000 per climber, with daily caps and a reservation system on the Yoshida trail. Only relevant if your trip includes a Fuji climb in July–September.

Worked example: one week in Kansai, two adults, late 2026

Item 2025 2026
Departure tax (2 people) ¥2,000 ¥6,000
Kyoto hotel tax, 3 nights, ¥25,000/person/night ¥3,000 ¥6,000
Osaka hotel tax, 3 nights, ¥12,000/person/night ¥1,200 ¥1,200
Himeji Castle (2 tickets) ¥2,000 ¥5,000
Total new-fee impact ¥8,200 ¥18,200

About ¥10,000 more, or roughly USD 65 to 70 at late-2026 rates. Not trip-breaking, but worth knowing before you set a budget, and almost half of it disappears if you base in Osaka instead of Kyoto.

What has not changed

  • Visa-free entry for the usual list of countries (90 days for most).
  • Consumption tax: 10% (8% on food and non-alcoholic drinks).
  • IC cards (ICOCA, Suica) still work everywhere in Kansai; physical cards are on sale again at Kansai Airport.
  • Tipping: still not a thing.

Planning around the changes

Three decisions that save the most money in 2026:

  1. Base in Osaka, day-trip to Kyoto. Saves most of the Kyoto hotel tax and usually a lot on the room rate too. Where to stay in Osaka.
  2. Skip the JR Pass. Buy point-to-point tickets or a regional pass. Kansai rail passes on Klook
  3. Shop tax-free only for big-ticket items after Nov 1, and allow extra airport time.
