Kyoto's Hotel Tax in 2026: How Much Extra You'll Pay, and Whether to Stay in Osaka or Otsu Instead

Kyoto now charges up to ¥10,000 per person per night in accommodation tax. We calculate what a typical stay costs, compare it with sleeping in Osaka or Otsu, and tell you honestly when staying in Kyoto is still the right call.

Short version: For budget and mid-range travelers, Kyoto’s new tax adds ¥400 to ¥1,000 per person per night, so ¥2,400 to ¥6,000 for a couple over three nights. That alone is not a reason to move. The bigger saving is that Osaka hotels at the same quality are usually 20 to 40% cheaper, and Otsu is cheaper still. If you are paying ¥50,000+ per person per night in Kyoto, the tax becomes ¥4,000 to ¥10,000 a night and the math changes completely.

Kyoto’s five tiers (from March 1, 2026)

Tax is per person, per night. The tier is set by the room rate per person, excluding consumption tax, and it is not shown in booking-site prices. Children 11 and under are exempt.

Room rate per person per night Tax per person per night
Under ¥6,000 ¥200
¥6,000 – ¥19,999 ¥400
¥20,000 – ¥49,999 ¥1,000
¥50,000 – ¥99,999 ¥4,000
¥100,000 and up ¥10,000

Compare Osaka Prefecture: ¥200 / ¥400 / ¥500, capped at ¥500. And Otsu (Shiga Prefecture): no accommodation tax at all as of October 2026.

What it actually costs: three travelers, three nights

All figures for two adults, three nights, tax only.

Traveler Kyoto room (per person) Kyoto tax Same budget in Osaka Osaka tax Otsu tax
Budget (business hotel) ¥9,000 ¥2,400 ¥9,000 ¥1,200 ¥0
Mid-range (3–4 star) ¥25,000 ¥6,000 ¥25,000 ¥3,000 ¥0
High-end (ryokan / luxury) ¥60,000 ¥24,000 ¥60,000 ¥3,000 ¥0
Top tier ¥120,000 ¥60,000 ¥120,000 ¥3,000 ¥0

At the budget and mid-range level, the tax difference is a dinner out. At the high end, it is a flight.

The real saving is the room rate, not the tax

Kyoto has fewer hotel rooms than Osaka and much higher demand per room, especially in cherry blossom season (late March–early April) and autumn leaves (mid-November–early December). In those windows a Kyoto room routinely costs 1.5 to 2 times an equivalent Osaka room.

A rough late-2026 comparison for a clean, well-located 3-star double on a weekday outside peak season:

  • Kyoto (Shijo-Karasuma / Kyoto Station area): ¥20,000 – ¥32,000 per room
  • Osaka (Namba / Umeda): ¥13,000 – ¥22,000 per room
  • Otsu (near JR Otsu / Zeze station): ¥10,000 – ¥16,000 per room

Over three nights, the room-rate gap between Kyoto and Osaka is often ¥20,000 to ¥30,000 for a couple. Add the tax and you are in the ¥25,000 to ¥35,000 range. That is a very good sushi dinner and a day trip to Himeji.

How far is Kyoto, really?

From Osaka:

Route From To Time Fare
JR Special Rapid Osaka Station (Umeda) Kyoto Station 29 min ¥580
Hankyu Limited Express Osaka-Umeda Kyoto-Kawaramachi (Gion side) 43 min ¥410
Keihan Limited Express Yodoyabashi / Kyobashi Gion-Shijo / Sanjo 50 min ¥430
JR Special Rapid Shin-Osaka Kyoto 24 min ¥580

The key is picking the right line for where you are going in Kyoto. Heading to Gion, Kiyomizu-dera, Nishiki Market or Pontocho? Take Hankyu to Kawaramachi or Keihan to Gion-Shijo, and you arrive in the middle of it. Heading to Fushimi Inari, Arashiyama or anything via Kyoto Station? Take JR.

Trains run from about 5am to midnight. The last JR Special Rapid from Kyoto to Osaka leaves around 23:30 to 23:45 depending on the day, so an evening in Gion is fine.

From Otsu:

Route From To Time Fare
JR Biwako Line Otsu Kyoto 9–10 min ¥200
Keihan Keishin Line Hama-Otsu Sanjo-Keihan (via subway) 25 min ¥430

Otsu is closer to Kyoto Station than many parts of Kyoto are. It is a quiet lakeside city with almost no tourists, a handful of good hotels, Lake Biwa views, and a direct train that drops you at Kyoto Station in under ten minutes. The trade-off is that there is not much to do in Otsu itself after dark.

When staying in Kyoto is still the right call

Honest list. The savings are real, but so are these.

  1. Early mornings and late evenings. Fushimi Inari at 7am, Kiyomizu-dera before the tour buses, Gion lanes after 9pm: these are the best moments in Kyoto and they are much easier if you are already there. From Osaka you can still do them, but it means a 6am train.
  2. A ryokan night. A traditional inn with kaiseki dinner and an onsen bath is a Kyoto experience in its own right. The tax is painful at that price level, but moving the ryokan to Osaka defeats the point. Compromise: one or two ryokan nights in Kyoto, the rest in Osaka.
  3. Short trips. If you have three days total and two are in Kyoto, do not spend two hours a day commuting.
  4. Families with small children. Naps, strollers, and a 45-minute train each way do not mix well.
  5. Arashiyama or northern Kyoto focus. These are on the far side of the city from Osaka. Add 30 minutes to every journey.

A split that works for most first-timers

For a 6- or 7-night Kansai trip:

  • 4 nights Osaka (Namba or Umeda): base for Osaka itself, Nara, Kobe, Himeji, USJ, and one or two Kyoto day trips.
  • 2 nights Kyoto: one for the early-morning temples, one for a ryokan or the Gion evening. Pick the hotel for location (Higashiyama or Shijo), accept the tax on those nights only.

Tax for two people on this plan: Osaka 4 nights at mid-range ≈ ¥1,600 to ¥3,200; Kyoto 2 nights at mid-range ≈ ¥1,600 to ¥4,000. Total under ¥8,000, and you get both experiences.

Booking notes

  • Booking sites show room rates without accommodation tax. Expect the hotel to collect it at check-in. Many larger hotels take card for it; small ryokan and guesthouses often want cash.
  • Tier edges matter in Kyoto. If a rate is ¥20,000 per person on the nose, a slightly cheaper room or a different date can drop you from ¥1,000 to ¥400 per night.
  • Japanese room rates are quoted per room on most international sites but per person on many Japanese sites and for ryokan. Check which one you are looking at before you divide.

FAQ

Is the Kyoto tax charged on hostels and capsule hotels? Yes. At under ¥6,000 per night it is ¥200 per person.

Does Otsu really have no accommodation tax? As of October 2026, Shiga Prefecture and Otsu City do not levy one. Several prefectures are considering new taxes, so check when you book.

Can I use an IC card for all these trains? Yes. ICOCA, Suica, Pasmo and the other national IC cards work on JR, Hankyu, Keihan and the Kyoto subway.

Is Osaka safe to walk back to late at night? Namba and Umeda are busy and well lit late into the night. Standard city awareness applies; violent crime is rare.

What about staying in Nara instead? Nara is also tax-free and quiet, and 35 to 45 minutes from both Osaka and Kyoto by Kintetsu. Good option for a slower trip; fewer dining choices after 9pm.
